Overflowing is almost always a sign of a blockage, usually leaves, moss, or debris stopping water from reaching the downpipe. It can also happen if the gutter has sagged and no longer falls towards the outlet, or if the gutter is simply too small for the roof area. A clean and a quick check of the fall will normally sort it.
